Sparked by the exponential growth in developers selling houses on a leasehold basis, with rapidly rising ground rents, the paper poses a variety of questions to respondents on how to end the practice.

In our paper, we put forward a number of proposals, the thrust of which are that this practice should stop – with the important qualification that any new protections don’t prevent the very real opportunity that exists to reduce the cost of housing by separating the value of land from the cost of a home and make housing cheaper.
